Update 0.3

Thanks everyone for all the support that you have shown to our ruleset. This update marks our first patch for these rules set, and sets up the groundwork for other updates. In this patch the following has been done.

• Transferred the rules over to a better pdf format for easier viewing
• Added a buff to player capacity calculations
• Added a hyper spell: Ishky’s Allure
